Description:

Hedging: photo taken in summer when it was flowering. As privet hedges are often closely clipped, it's not that common to find them flowering quite so nicely.
I'm pretty sure this is Garden Privet, as it was part of an ornamental hedge, and the leaves are clearly much more oval than those of Wild Privet. I didn't have my hand-lens with me so I couldn't check that the young twigs were hairless.
