Water Crowfoot

There are two fairly common species that like shallow water in ponds that sometimes dry up. One is Ranunculus trichophyllus, which has only feathery leaves and has rather small flowers. From your photo it looks as though this one has broad leaves that would normally help it to float, in which case it is probably Ranunculus aquatilis. Good field guides should help you decide which it is.
