Certainly Tipula, and looks like a male of the subgenus Lunatipula to which T. vernalis belongs, though this species has dark streaks on the wings, the others of the subgenus do not. So, it's one of the others (there are several which generally start flying in May), but to separate them requires examination of the end of the abdomen,
