I agree, it's not Verbascum and could be either Stachys byzantina (Lambs' Ears) or Lychnis coronaria.
I would say, at this time of year most of the Lychnis are looking very tatty and sorry for themseves, so I am leaning towards Stachys..but on the other hand, in a rural woodland it's far more likely to be a bird-sown Lychnis than a very-much-a-garden-plant Stachys.
Guess you'll have to go back there next year and tell us what the flowers are like!
