Observed in Namagongo, Uganda. Locals accepted it as normal.

I think it's a species of Clearwing Moth, which are day-flyers, but I wouldn't attempt an ID. It's very distictive looking though so I would expect a 'moth-er' to probably know.
The pattern on the wing and the brightly coloured body look like one of the Ctenuchinae moths; some of these are known as Wasp Moths. They are related to our Tiger Moths.
