Description:

A very small (probably 3 to 4mm long) beetle seen on the stem of a large sunflower.
Definitely a bug (thanks @babu1)
Possibly from this sub-family

A small predatory bug of aphids, it will pierce human skin & take blood if it it lands on you, for such a small bug it is quite noticeable.
