I find it hard to tell from the photo whether it's this or Sea Purslane (Atriplex portulacoides). I would have expected the bracts to be a bit broader than this on A. halimus. As you go down the stem the leaves of A. halimus would become quickly trowel-shaped ("trullate") and then triangular, and they have a characteristic waviness to them.
Of course, if it's a five foot high bush it's not A. portulacoides!
