The leaves look very crinkled could it be one of the alpine willows?
If the berry belongs to the plant, and I see no reason to think otherwise, then it can't be a Salix. Nor can it be Dryas octapetala, which was my first thought, not knowing either of the Arctostaplylos species. (Anyway, the leaf venation pattern is wrong for Dryas.)
Could this be Salix herbacea with a Pontania gall - I have seen S.herbacea galled in Snowdonia - some of the galls are rather sphrical
