Bird with interesting crown feathers

My husband and I spotted this species while kayaking along the river bank of the Chicago River in Illinois, USA. The river has long been avoided for recreational use due to its economic use for barges and sanitation ut many advocacy groups suppported by local communities have fought to restore the recreational use of the Chicago River and many individuals like myself are doing just that. We were really surprised to see such an interesting species because the river since we were kids only had mallards. Yaya Biodiversity! We spotted this in an area between Montrose Avenue bridge and Foster Avenue bridge.
