The nose looks a bit blunt for a brown rat (but it could just be the camera angle). Also the body looks a bit high in the water - rats normally just have their head and shoulders showing, although the pond weed or whatever it is could be making the animal sit higher than normal.

Thanks Gill. I suspected brown rat but there is an ongoing study at this site for water voles by the environment agency so it was wishful thinking that it may be a vole, I think the ears discount this though.
