I didn't have any better idea than Stachys palustris, but it bothered me that the inflorescence was leafy at the apex, and that the leaves were, although sessile, distinctly cordate, which is not a feature that I had noticed for that species (my search pattern being lanceolate and sessile as opposed to petiolate, ovate and cordate in Stachys sylvatica.
I'll have to pay more attention next time I'm walking a canal bank.
