Good question. I think it is the young leaves of Meadowsweet (Filipendula ulmaria). Also, a picture of the complete larva would have been useful.
Sorry, I'm still stuck. It doesn't look like a good match for any of the species that BRC list for Meadowsweet:
so could be one of the generalist species that feed on a wide range of plants.
How about Clepsis spectrana?
Clepsis spectrana certainly looks a good possibility, don't think we can be certain of it though.
