No birdsfoot trefoil, the flower is a different structure. I think it must be a garden escape of some sort. I know I've seen the flower before, I just can't think where!
There is a gall on Lotus corniculatus called Contarinia loti which affects the flowers somewhat like this.
The leaf looks like Lotus, and I've seen plants affected as cicuta58 says. Still my best guess!
