The leaves look like Plantago major which suggests the cabbage-like growths are a gall but I have never seen anything like it and it is not in British Plant Galls (2002).
The very small bracts on the inflorescence are extremely over developed giving the flowering spike a cabbage like appearance. It is sometimes known as 'Bowles's Variety', E.A. Bowles being a gardener from the first half of the 20th century who took great delight in collecting plant oddities.
