Cheilosia is one of the many genera where you are rarely able to make a specific ID from a picture - certainly not of one of the black species.
This might be variabilis, but the key features are not visible (erect hairs on the face, hair colour, leg colour, hairs on the eyes, are just some of the characters for ID within the genus).

A voucher speciman was confirmed by a Norfolk Expert this afternoon.

Great that you've got the species confirmed - was the specimen confirmed the same as the one in this photo? If so we can agree the species ID, but if they were different specimens then I suppose there is a chance that this photo could still be of one of the other Cheilosia species.
