Description:

Yellow flower about 20mm across standing about 200mm tall. Unbranched single flowers. Rounded leaf on stem. I've been unable to identify this and it's made me question what I saw. Maybe the leaf visible was hooked around the stem so that it appeared to be growing from the stem. I can't say for sure and I only examined one plant although there were many growing in the area. I didn't look at the base. I'm not able to go back and check on this.

There is definitely no connection between the leaf and the flower!

That's the conclusion I came to after spending some time trying to find the ID.
It seemed well attached when I moved it around.

Asteraceae... of some kind.

Lesser hawkbit or Mouse-ear hawkweed maybe?

This seems to be preferred to Compositae, now? Added to move away from Ranunculus, which is incorrect (though the unattached leaf may have led to that ID?).
