I would say it's a female. Males are a pale grey colour.
Sexing juveniles is not so easy and at this age comes down to things like iris colour, so I don't think you can sex this one with confidence. Once they mature and start to moult, you are right that males can be made out as grey feathers start to come through.

On my recent trip to islay I saw many hen harriers and I noticed the females were in heavy moult where as the juveniles we're neater ,more like this one. The warmness of the orange also makes me think it is a juvenile.
