Just a possibility - could this be the remains of Biorhiza pallida - oak gall - as it seems to have rather a papery texture

I poked it with a stick and

I poked it with a stick and it was quite soft. Didn't need much pressure for it to sink in.

Do you recall what was inside, if it was dark spores I would say that this is likey to be Fuligo septica,but would need a sample to be sure.
