I can't see enough to make a determination, but it could be mouseear hawkweed (Pilosella officinarum), which has leaveless stems, one capitulum per stem, red stripes on the underside of the ligules, rosettes of hairy leaves, and usually is stoloniferous.
Unlike Hieracium species, the British Pilosella species can be distinguished by a non-specialist.
