Description:

I don't think this is the same one I saw the other day - it was maybe half a mile away. It could be though - how far do they range?
The wing damage is interesting.
Also interesting is the wear on the body, which is due to mating activity.

Blue vs Scarce

Blue Hawker is a much better name in Europe, outside of a UK context - they are widespread, and far from scarce on the continent.
