Unknown plant in a clump

Description:

(Ignore the plant at the bottom of the photo)Anyone got any idea what the clump of stems is with leaves in pairs that rotate round the stem. The plant is approx as tall as a road cone. The area has lots of domestic & formal gardens nearby so it might not be 'wild'.

I see no seed pods to

I see no seed pods to indicate Garlic or Hedge Mustard. There appears tobe flowers at the top leftof photo but too indistinct to i.d. them.
