Looks like a bee but is a type of hoverfly

Males eyes in most hoverflies meet at the top of the head.
Strictly speaking, the facial stripe is not visible in the picture. The dark frons is visible, but the facial stripe is below the antennae. It is tenax, though, I think, from the broad build and the apprently dark, swollen hind femora.
