As the mixed opinions suggest, it is not really possible to get to species from the photo. The key features for vulgaris are lowest leaves alternate (not opposite), leaves with stomata on both surfaces (not above in serp) and sepals blunt (not acute). None simple to do as the leaves tend to fall off especially low down.
The habitat may be a clue although there may be a variety of micro-habitats within the broader moorland type - some indication of the surrounding vegetation may help
