As Ophrys says, this is not Phaonia, nor even, I think, a muscid. The best place to check IDs from online resources is the excellent Diptera.info. You will see P. pallida at http://www.diptera.info/photogallery.php?photo_id=760. I am not sure what webring is, but the page that came up does not look like a resource on Diptera.
