Description:

A thin, green jelly fungus covering area of dirt along path next to some crops. Have tried looking for it in my fungus book but can't seem to find it.
Is it a species of cup fungus of jelly fungus?

Not a fungus

As correctly named by dannyatb, this is Nostoc commune, which is a cyanobacterium ('blue-green alga'), not a fungus.

Though some lichens (Collema, Leptogium) can look rather similar and do contain Nostoc.

P.S. good photographs!
