It is a male nymph of a Katydid

In the US they are called katydids, but in the UK we know them as Bush-crickets. Nymphs are always difficult to identify, as their features have yet to develop completely. Your one has very long back legs and striped antennae, and when I googled katydid and Wisconsin this one looked similar to yours -
