Odynerus is a Eumenine wasp, and like all Vespids has wings longitudinally folded at rest, unlike this one. I think it is a Crabronid digger wasp of some sort, but not one with which I am familiar.

Yes a Crabronid, possibly something like a male Gorytes or Argogorytes - probably the former.
