Skylark or rock pipit

Description:

I first thought it was a rock pipit because it spent a lot of time on the rocks and a cliff face, however about every 2 minutes it flew up higher than the cliff and fluttered back down a little like sky lark ,so which is it? It was at Godrevy point nature reserve in Cornwall. Any ideas would be greatly appreciated.
