Foliage looks a little like a rather succulent Birdsfoot Trefoil (Lotus corniculatus)
Foliage trifoliate, with each leaflet carrying a hair or bristle at its tip. Tip not notched. It reminds me of a plant from the coast got hold of it and was spiked by the tiny spines/ bristles.
The leaves are Lotus, as GB says.
