Common Darter
Description:

This individual appeared quite golden in the early evening sun. Female and immature darters can be hard to identify, but I've only seen the Common Darter at this site in previous years.

Common darter

Yes, you've got a female common darter for the reasons you give in your description. As you say immatures and females can be difficult to seperate, however, I'm plumping for female because even immature males tend to have a redish hue in the yellow of the abdomen. It is always hard to say with a photograph, but your darter seems to be all yellowish in colour.
