Could this be a cormorant on inland freshwater lake?

Description:

Looks like this could be a cormorant - possibly juvenile or immature - but I'm not sure. Any help in identifying would be greatly received.

If its inland then it will

If it's inland then it will almost always be a Cormorant. Their close relative, the Shag, tends to be found in coastal areas only.
