What does this whitethroat have in its beak? later in the day I saw another 20 miles away looking exactly the same, with the same "beard".

I don't think this is

I don't think this is anything in its beak, but rather the white throat feathers puffed out to make them more conspicuous and send a message to other Whitethroats ('Ain't I handsome?' or 'Keep off!' depending on sex).
