Description:

A possible gall on leaves of Dog's mercury. Leaves are inrolled upwards at the margin. This is not given as a gall in the FSC British Plant Gall. No mites seen with naked eye

Dog's Mercury

An interesting observation, but to take things a bit further there are 2 possible courses of action - take a sample of a shoot home and see if the leaves unfurl over time - study an example of a rolled leaf under a microscope to see if there are mites present, I'm not sure they would be immediatley visible to the naked eye.
