It could mean that, I suppose, but there are still plenty of wintering birds passing through en route to their breeding grounds in Scandinavia or whenever. That is the most likely explanation, as we are not into May yet and plenty of birds are entering breeding plumage, but are not back to their breeding territory, yet.
