Dark eye, so a falcon not a hawk. Definitely Merlin despite the odd habitat (but that is the sort of thing you get in Lewis!).

Merlin is a small falcon. A little like a smaller, sleeker Peregrine. Its flight is typically low and fast where it hunts small birds such as Meadow Pipits. Hawks seldom sit in the open like this bird is doing and tend to rely on surprise and ambush when hunting, though the Sparrowhawk does fly low and fast, its long tail and rounded wings separate from the pointed wings of any of our falcons.
