ok, I see your notes, mine looks like D. febrilis then.
They are probably the same species, but males and females look very different in the Bibionidae. Females have the small, low-slung heads with small eyes, males have the larger heads with large compound eyes. Without a close view of the fore tibiae, Bibio and Dilophus are hard to tell apart. Yours would need close consideration, then, to be sure of what it is.
