Insect identification

we found this insect on the stem of a young peach tree near the house, it looked like a bit of fluff stuck on, closer viewing showed that he was holding on with his hind legs with his body sticking out from the tree at right angles. It took a close look to work out which was the front as the wings are at mid point of the body and there is this long nose, tongue, head whatever it is. the other novel thing is the wings which are half and half black and transparent in that beautiful scalloped pattern.
