Nesting? Fulmars

Last year.
This pair were sat tight on bare (as far as I could tell)rock about 10m up a 30m cliff. Could they be nesting/sitting on eggs?

'They will not be nesting yet - not until May will the eggs appear - but they do sit around on nest ledges pretty well all through the winter. Some will not be breeding this year either, as they take 5y+ after flying to get to maturity, and may live for several decades thereafter.' quote from Syrphus on my Fulmar upload.
