I find these rosettes quite difficult to tell apart form a photo, as Spear Thistle can look very similar to Woolly, at this stage.

In a few weeks, it will all become clear...

It is more likely to be Cirsium vulgare

on grounds of relative frequency. As Ophrys says, I do not think you can tell them apart until the stem develops; but correct me if I am wrong.
