According to Stace Edn 3 and Sell & Murrell, Elytrigia repens is the correct name. 1933 came before 1947.

Taxonomy

Perhaps it is the earliest, accepted published diagnosis of the Genus type specimen that applies, and Linnaeus' diagnosis applies to e.g. Elymus caninus but not to Desvaux's, later, Elytrigia repens.
