Possibly Collema or Leptogium - cyanolichens that have Nostoc as their photobiont and share its gelatinous appearance when wet.
One to try in Fungi & Lichens?
Does indeed look rather like representatives from both of these genera. collema coccophorum is one such, someone suggested a common name for this as soil tar which is quite appropriate for this particular site as it used to be a tar works (its an old industrial area).
