Bee-flies

There are only 4 British species that look at all like this, all in the genus Bombylius (B. minor, major, discolor & canescens). Only two are this size - B. major with the dark wing-stripe and B. discolor which has dotted wings and a paler stripe (and is much scarcer). The other two are smaller and also scarce. There are a few other members of tis family but they look very different.
