It looks like a normal common wasp but it was hiding in a seed head and stung me when I picked it. Do some workers survive the winter as it does not look big enough for a Queen?

It is not normal for any but queens to overwinter, but with odd things happening to the climate nothing is certain any more. However, the size (~17mm) is fine for a queen vulgaris.
