This is an impressive wasp, and I've been taken in by these before thinking they must be hornets, but the shape of the head and the colours show that it is a queen Median Wasp.
The yellow flashes on the 'shoulders' of the thorax are also a good ID guide - hornet is a darker orange-red, with no yellow flashes.
