I think this might be from a long eared or short eared owl, the former being more likely. It has ther downy upper surface typical of owl plumage but lacks the really downy edge Ive seen on owl plumage before. A friend found it while walking. It could be a tail feather though it looks like a secondary. It might not be from an owl at all but the colouration and downy surface make me think it could well be. Pretty sure there are no tawny owl in Ireland.
