I have no idea what this beast is, but for the record, Nomada is a bee genus. Like the Sphecodes I commented on the other day, they are kleptoparasitic, this time mostly on Andrena, and so do not need hairs to collect and carry pollen. Result (helped by the yellow bands and spots) is wasp-like.
