Blobs of algae? Jelly like substance in upland lake.

Description:

There were thousands of blobs of this jelly like substance suspended in the shallow water at the edge of an upland lake last april.
Is it an algae?
There is a similar substance which oozes from grassy, tightly grazed slopes in the spring too, which makes for dangerous walking conditions!
