I aggree

It looks right. In parts of the world where Poplar is grown for timber it can be a menace to put it mildly.
There are rather a lot of sickly looking trees in the background of your first photo.

Panel game

I am no expert in these matters but there is insufficient evidence in the picture and Description for us to be certain. I came because this Observation is in the doldrums - no complete ID panel, no likely and, probably, in the wrong group.
Of course Xanthomonas is not in the UKSI Dictionary so the panel would never form. I wondered whether to offer a higher level ID but ran into difficulties breaching the Bacteria-Fungi barrier
