You can get them off

When i tried Citrus i had to wait until it was windy and raining and just above freezing and put them outside in an exposed place. The cold rain knocks them off! Do get them in before any frost though.
You will need to secure them so they don't blow over. They turn there leaved for the rain to do its good deed.

Scale insect on Citrus

The photo shows an adult female Coccus hesperidum L. (Hemiptera: Coccidae), commonly known as 'brown soft scale'. This is a cosmopolitan, broadly polyphagous species. It is commonly recorded on indoor plantings in Britain but is also widely naturalized on evergreen plants, mainly in urban areas on Hedera helix, Ilex aquifolium and Laurus nobilis.
