Description:

The bird was in trees and then feeding inside the compound on the floor. The compound is surrounded by grassland which is bordered by the river Calder and a Yorkshire Water Treatment Plant.

Chiffchaff?

I can't say, one way or the other from the photo's but you could be right about Chiffchaff. It is known that some do now over-winter.

They're attracted by the

They're attracted by the winter insects present at water treatment and sewage plants. Siberian Chiffchaffs are also found wintering in these locations but I couldn't say from your picture. It and others will be hanging around the treatment plant especially during the coming cold snap so you should see it again.
